The problem is with your data is that you are alright for the first two and alright the last two. I'm assuming that the meter you are using is accurate as well. So if you make a change to make the middle two even (by lowering your basal) you need to pick it back up an hour later or else you are going to rise up.
Does that make sense? If you say drop it by 10% at 10:30 am, then your 1:30 pm is going to be high since you are using a lower basal rate at that time when the numbers from 12:30-1:30 are perfect.
