That's a very odd ratio. Perhaps your levemir is way too high and you need better coverage of your meals with more Apidra. Too much basal insulin can create gaps in coverage that require food to keep you from going low. Do you find you need snacks to keep from going low in mid morning, late afternoon, or before bed?
