You'll agree Frank, that there is much debate about what causes IR. Debate because frankly, () we don't know exactly what causes IR . Why not look at this as a step toward finding out?

Perhaps we have to understand IR in order to resolve the debate about what causes it. I won't rule out that there may be manifold causes.
