puberty, periods, low blood sugars

my step daughter has now had four episodes where her blood sugar levels were high for a few weeks then it goes low without explanation. it seems to coincide with her irregular periods. doctors think she may be overinjecting herself, but the last two times we have had her insulin. today for instance she had a hypo this morning and no insulin since.
Depsite having no insulin and lots of food her blood sugar levels aren't going up the way they should of done. if it follows the last time she ends up in hospital on a drip.

has anyone had any experience of this?
