Yes we (diabetics) are advised to keep tighter control of BP and lipids than the general population (although they seem less fussed about us keeping normals BGs ) BUT a diagnosis of hypertension should not be based on a single random BP measurement.

Can you get a home BP machine and test yourself more often and at different times of the day? Failing that, when you do see your Doctor make sure your BP is only measured when you have been sat down, rested and calm for at least 15 minutes. Many folks (myself included) have a so-called "white-coat" syndrome where my BP tends to measure higher at the Doctors' office than at home.
