Essentially, you have to do what it takes to achieve your control objectives. And the amount of carbs you eat is your biggest controllable variable. To me, an HBA1c of less than 6.5% is acceptable, but I would really like to see it below 6.0%. And I know from experience that I need to limit my carbs to 60 grams a day to achieve this.
Some people seem to be able to eat unlimited amounts of carb, cover it with insulin and still achieve acceptable control. If you are able to do this, there is no need to restrict carbohydrate. But don't fool yourself. You are going to have to live with this condition for the rest of your life. Ultimately, how much carb you eat is a personal decision that only you can make.
