I don't think that there is a way to reduce glucose levels quickly if you cannot do any form of exercise unless you are on insulin. If you are unable to walk or even move your arms or legs from a seated position due to your medical condition, then the best advice that I could give would be to drink lots of water, keep a log of what you ate that caused your glucose levels to spike (11.5 mmol is about equal to 207 mg/dl, at least according to the conversion table I consulted), and avoid that type/quantity/combination of foods in the future.

Without knowing what your medical condition is, though, I've got to say that you shouldn't fall into the trap of thinking that you have to run a marathon for something to qualify as exercise and for it to have a positive effect on your glucose levels. I notice a pretty big difference in my readings when I do something as simple as take a leisurely walk -- no jogging, no speed walking, just a stroll. I get a longer lasting effect if I exercise more vigorously (e.g., treadmill for 1 hour at an easy to moderate jog), but simply taking a neighborhood stroll helps more than I would have expected.

The downside is that since I've started taking these strolls (on the nights I don't do more vigorous exercise), I've begun to realize that almost everyone around me does a much better job than I do of keeping up with their lawns and gardens. Darn neighbors.

the condition means that even walking or sitting is painful

Sorry to hear about your medical condition. You might want to raise the possibility of starting an insulin regime with your doctor, but since your A1c readings are still within the desirable range, you also might want to see if changes in your diet are sufficient to combat the occasional high reading.

I suggest that some kind of Yoga, like Pranayam(strong inhaling and exhaling), movement of neck, legs and arms while sitting might provide you some relief.
