If one was was either not diagnosed or non-compliant and had very high BG's for over several months?
Does compliance and control reduce the resistance to Insulin and therefore as time goes on less insulin is needed for the control?

Excessive carbohydrate consumption, lack of exercise, and high levels of insulin (to cover the carb), whether it be made by the pancreas (T2) or injected (T1), causes insulin resistance.
So,yes, lack of compliance in terms of eating lots of sugar and carby food makes T2s more insulin resistant. And the same happens to T1s if they cover all these carbs with insulin. But BG levels are not the determining factor. Simply having high BG won't cause insulin resistance. It is the insulin levels that really count. It causes cells to shut down insulin receptors to keep all that glucose out.
Going low-carb has enabled me to halve my insulin dosage. One would expect a significant reduction simply because fewer carbs have to be covered. But my carb/ratio has come right down and my basal requirement has been reduced from 24 to 13 units. So insulin sensitivity has improved a lot. ;)

I don't experience high insulin resistance due to carb consumption or insulin intake. I do experience high insulin resistance when my bg goes up.

It depends on the individual and how that person's body responds to the insulin therapy.
