If anyone has, they're most likely an astronaut or were involved in the X-15, SR-71, or the more recent SpaceShipOne tests. The U-2 is still one of the highest flying air-breathing planes, but a slow-poke compared to the blackbird.
Back to the original question. I'm guessing that was a metaphor for high BG's. In any case, I did once talk to my Endo about altitude and it's effects on diabetes. She stated that high altitudes were very helpful, but I never did any other research. I've had mixed results.
