I have noticed that without exercise I will peak in the 140-160 range after some carby meals, but if I work-out prior to eating there is a drastic reduction in the my after meal numbers. I had ice cream one night and my 1 hr number was like 87 (my fastings have been 103-109). would this point more to an insulin resistance problem rather than insulin deficiency???

Personally I do not believe this reaction can tell you if you are insulin deficient vs insulin resistant. Exercise is important to pre-diabetics and diabetics (in healthy range) alike because it brings down our blood sugar numbers. It does this burning and distributing the sugar in our system more widely. Helps any type of BS issues.
I have the same reaction to working out as you. I spike in the 170s on even a slightly carb meal if I'm not moving around (12 hour drive gave me my highest BS ever even though I was eating salads with slighty carb dressing). If I run or keep moving I can eat a lot less strict and still be in 130s. If I run every day I see double digits and feel so much better.
I've done some research on this and truly believe this would be the case regardless of the cause of my bs issues.
Just my little ole two cents and I'm by no means an expert. Just done a ton of web research and self study.
Regardless, bottom line is "keep moving". :).
