I would suspect that you don't have a flat basal profile. What insulin's are you using? If you're on MDI then I would suggest increasing your basal insulin. The key on MDI is to have a good waking bg, tweak your basal insulin until this happens. Once you have a perfect waking bg you can begin to bolus and basal test.
Bolus testing involving testing before a meal, 1 hour after, 2 hours after and 3-4 hours after. Adjust your I:C ratio or whatever you use if necessary. Make sure you look for a trend first, i.e. if you just made a mistake counting the carbs in a meal don't change your I:C.
Basal testing requires you to skip a meal and not take any bolus insulin. Testing every hour or so to make sure your bg stays reasonably flat. Split your day up in to chunks i.e. waking time to lunch time, lunchtime to evening meal and then evening meal to overnight (probably waking). Overnight basal testing is difficult but as long as you get a reading at 2am it will give you an idea of trends.
