This is true for the heart. No one has directly linked cardio vascular disease (all I have read is that diabetics just have a greater chance of it, like everything else) and HbA1 levels together, BUT as far as the kidneys, eyes, and nerves go this has held true for quite some time:

There is for sure a direct correlation between blood sugar control (Hba1c levels) and other diabetic complications.
