Diabetes and CDL

What are the latest laws on this? Can you only drive within the state or has it changed? I read that you would need 3 years prior experience to get a exemption to drive but how could you get the 3 years exp. w/ out the exemption? Catch 22...So can diabetics get a CDL ?
